    The Workforce Administrator is a part of the Senior Leadership Team at Wayne County Job and Family Services and is responsible for the OhioMeansJobs center.

    The primary purpose of the Workforce Administrator position is to perform direct and indirect supervisory functions. The incumbent also organizes and directs the development, planning, implementation and monitoring of Work Programs (W/P).  The incumbent also provides technical assistance to supervisors and other agency employees. The Workforce Administrator also performs various administrative functions.

    The Workforce Administrator is responsible for building rapport and business relationships with employers and community partners.



    ADMINISTRATIVE DUTIES: Monitor staff training & recommends staffing levels (W/P Unit); resolves client complaints for W/P and Workforce Innovation and Opportunity Act (WIOA); Reviews W/P AND WIOA regulations; conduct 2nd round job interviews; sign Leave & Travel requests (in Director’s absence); provide feedback / business opinions to Director; conducts community & visitor presentations; prepares testimony for pre-Disciplinary conferences; monitors overall Agency issues / recommends action.

    Performs direct/indirect supervisory functions of the OhioMeansJobs center; disciplines subordinates up to and including recommendations for termination; completes performance evaluations, assigns and reviews work of subordinates; writes requests for proposals and assists in rating proposals received; provides program specifics in contracts to outline what is expected from provider(s); Acts as liaison to the Greater Ohio Workforce Board, Incorporated (GOWBI); Prepares OhioMeansJobs Wayne County Memorandum of Understanding (MOU) with one stop partners; Contracts one stop partners for the MOU shared costs, provided services, and signatures. File MOU with GOWBI for state approval.

    Organizes and directs the development, planning, implementation and monitoring of WIOA/Ohio Works First (OWF) Comprehensive Case Management Program (CCMEP) new state mandated program(s) and related staff; manages all aspects of the center’s Resource Room/one stop; develops client services contracts, ensures county programs comply with state, federal, and local laws, and regulations; provides guidance to youth provider(s) for federal and state programs and monitors budgets and invoices based on program policy.

    Performs public relations functions; Develop service plans to assist employer’s needs; coordinate job fairs and public events; attend and represent WCDJFS and/or OhioMeansJobs Wayne County at meetings.

    Responsible for supervision of entire Work Program Department as necessary.

    Prepares and/or directs preparation of reports and correspondence; attends meetings, workshops, conferences, and training as required.

    Other duties as assigned.

    Qualified candidates will hold a minimum of a bachelor’s degree in public administration, business administration or equivalent. Demonstrated experience in aptitude in a leadership role with a minimum of 7 years progressively responsible duties is required. Excellent written and verbal communication skills. Previous supervisory experience of direct reports is also required.
